Hi Mary,
It can be given by both. Look for individual dog trainers who are AKC-certified for giving the test. You can find them on the AKC website.
Also check with local shelters and boarding facilities that offer training.
In my case, my dog trainer (who also happens to work at the local SPCA) was teaching a CGC class and she arranged for another trainer to administer the test at the end of the course.
Because of my girl being a pit, and the course being offered and administered through the shelter, an organization (I think it was Bad Rap) is giving the shelter $150 for each pit that passes the test. Not sure of your dog’s breed, but thought I’d mention it just in case.
