You need to wait till your dog is in a calm state and you have to be in a calm state before going out for a walk.Also you want to go out the door first.It takes time and lots of practice.

If you really want the pup to learn your house rules more quickly, leash
him to your waist for a few days as much as you can stand it when he’s
